Generally I will upload from a local file on my computer using the Blogger menu system. This will put a large(ish) image in the Blogger archive. The full size image will be on my computer and compressed image(s) in the google archive. Usually upload extra-large. Once it is in the archive other sizes of the image can be uploaded from the archive and will be suitably compressed.
Photos could be stored here: photos.google.com (up to 15GB) and uploaded from there using the dialoue boxes described below. This also shows how much of the 15GB storage has been used. Photos may be stored at less than original quality.

Start by using the menu in the blogger post editing page to insert an image into the post/page. This brings up the following dialogue box:
I chose 'upload from computer' and picked an image using the following:
Then we can choose position, size etc.:
The image below was uploaded from the computer - extra large and no alignment. This puts the image into the album archive. Click on image to enlarhge
